Evaluating Conformity Assessment to the Safety, Health, Environment and Quality Management System Requirements for Continuous Accreditation and Certification at the National Metrology Institute of South Africa

This research aimed to establish a set of conformity assessment guidelines for NMISA to understand the challenges of conformity to the Safety, Health, Environment and Quality (SHEQ) Management System requirements for continuous accreditation and certification, to ensure that NMISA products, services, processes and personnel meet specified ISO requirements. The secondary aim was to propose an implementation roadmap of the conformity assessment guidelines. It addresses the non-conformances to the SHEQ Management System requirements for continuous accreditation and certification to support metrology activities at the NMISA. The existing conformity assessment frameworks of the SHEQ Management System requirements were analysed. The practical conformity assessment tools for the SHEQ Management System requirements were investigated, including the evaluation of conformity assessment of the SHEQ Management System requirements. An exploratory research qualitative approach was followed to understand the non-conformances from the perspectives of NMISA employees. A qualitative case study design assisted the researcher in explaining why and how conformity to the SHEQ Management System requirements operated in a particular context as it did at NMISA. This study found that resource limitations and a lack of support from management present challenges to practical SHEQ Management System requirements. Improving monitoring, streamlining records, and addressing conflicts with standard operating procedures pose challenges for continuous SHEQ standards conformance. It is recommended that resources be allocated strategically and a supportive management culture promoted. The areas for improvement are document management systems, laboratory records management, quality control recording, adherence to SOPs, training, communication, and improved procurement management. The emphasis on awareness, communication, and adherence evaluation is crucial in enhancing SHEQ management and overcoming challenges.
